Yes, the gerber export puts lines into the backsilk layer.

I went via the menu, instead of the k/b shortcut. View->More...->Swap Sides.

They're not.

They do.  This is an OS X build.

so I guess this must be a fink package.  I'm running various version of 
pcb on various machines because I haven't taken the time to sync up -- 
and I can't keep straight what I've compiled and what I've installed 
from packages.
