Yup.  Select the arc you want and save the file.  Then bring the file
up in a text editor and search for "selected".

The arc syntax is:

Arc [X Y Width Height Thickness Clearance StartAngle DeltaAngle SFlags]

So change the 3rd and 4th numbers (units == 1/100 mil or 0.000010"),
save the file, then in pcb File->Revert (or just rerun pcb).
