When I wrote the pstoedit->pcb plugin I didn't implement bitmaps.  I'm
not aware of anyone else that has implemented it either.

You can use autotrace on the image file and get decent results.
<http://autotrace.sf.net>  It works, but it's kind of fiddly to get
the best result.

For best results, ask your client for a vector format and use that.
