For my simple mind your suggestions sound good.
But I have no idea which problems may arise from hierarchy design.

For the symbols: I think they should define text boxes (coordinates) for
refdes, name, value -- content may vary, but position is important for
visual appearance.

Maybe one symbol file should be allowed to contain multiple graphics,
i.e. for -\/\/\- and -|===|- type of resistor symbol, for horizontal and
vertical symbols with aligned text boxes and for various sizes of the
same symbol.
