Right.  Most fabs want the outline separate, or on an assembly/fab
drawing, or sometimes on the solder mask print.

If you put it on all the copper layers, you end up with a copper
stripe around each layer, which isn't what you want.

So, put it in a layer named "outline" and send that to the fab as the
outline (sometimes called "routing") gerber.
