There are some standards (IPC-2511B, IPC-2511A, IPC-2511-1, IPC-2511-2,
IPC-2511-3) at http://webstds.ipc.org/2511/2511intro.htm

tries to map the standards world ("design track" on the right side is
probably what we're interested in).
Goggling the standard's names seems to suggest that these standards have
found some adaption in other tools.
ICP-2581 (with it's sectional requirements IPC-2582 to IPC-2588) is the
latest; from a quick glance it doesn't look like XML though. IPC-2511B
was the only XML one I noticed.
