Well, what primitives would we need? The ones I can think of are
trace, polygon, net and drc class.

I'm not even sure that 'trace' and 'polygon' need be distinct. (Though,
by adding a bend parameter to a trace, we can obtain arcs - something
that would look pretty kludgy on a polygon.)
