Vote Handler

Mainly directed at Aaron - 

As for the specs on how to pass to the PHP form... it'll be REAL easy.  Just pass the
following:

?oid=<object id>&cs=<string from field in DB "ToChange">

And thats it.  I'll prolly call the PHP page VoteChangeObject.php3 or sumthin, dunno
where I'm gonna put it yet...

Is that all you need?
