I think what we have are categories, applications may be some of the
categories or a sub-section in the categories.  It should probably allow
selection by category, not application.  We may need some sort of drill-down
form if we want to do it this way.

Why not?  I see there will be a lot of categories and children of them, but
the same thing will happen with applications as well.  We need some sort of
selection mechanism which will work within the sub-category structure, not
ignore it.

I think we all know why they aren't used, for the same reasons we are
discussing now.  I don't really have anything against them, but I do usually
find them terribly annoying and inefficient, but if you want to code them,
have fun.  The thing now is to get the site working any way we can.

Is anyone working on submission forms, or am I still free to work on them
(don't want to duplicate effort)?
