Rather than actual money you're probably better off using a
non-fungible proof of work like HashCash or (much better in my
opinion) CAPTCHAs. You can never have negative trust in a pseudonymous
system, but you can make identities valuable by virtue of the amount
of time it takes to create one.

If you need a public-domain, strong CAPTCHA I happen to have one up my sleeves:
