the simplest solution to the issue of dynamic ip's is to have a dynamic
dns service, i think, not certain, but i am pretty sure its possible to

There is two version os TorDNS, one that listens on locahost (WinXP) and
one that listens on isp IP (win2000)..... im going to code that option in there later on.... taking
a break :)
