[tor-talk] How was the user agent decided?

User agent is Mozilla/5.0 (Windows NT 6.1; rv:38.0) Gecko/20100101 
Firefox/38.0

AIUI, NT 6.1 is Windows 7 and current Firefox version is 44.0.

Also, does that mean that TBB used an "old" version of Firefox?
