Here's a sample program that exhibits this behaviour...

Moving the mouse across the window and pressing the button may result in the BUTTONDOWN or BUTTONUP events being lost.

Holding down the mouse button while the mouse is still seems to generate a whole bunch of BUTTONDOWN events (until you move the mouse or release the button)

screen = pygame.display.set_mode((640,480))
gamequit = 0
while gamequit == 0:
    remainingEvents = pygame.event.get()
    for event in remainingEvents:
        if event.type == pygame.QUIT:
            gamequit = 1
        if event.type == pygame.KEYDOWN:
            if event.key == pygame.K_ESCAPE:
                gamequit = 1
    if event.type == pygame.MOUSEBUTTONDOWN:
        print event
    if event.type == pygame.MOUSEBUTTONUP:
        print event

    (rx,ry) = pygame.mouse.get_rel()

    pygame.time.wait(40)
