[pygame] Quick note about the pcr

I've had to remove the anonymous upload directory for Pygame Code 
Repository submissions. Last night, someone started using it as a 
file-sharing resource - we always expected this would happen eventually; 
I'm surprised it took them a year and a half to find it.

Anyway, anyone wishing to submit to the pcr should now e-mail me their code at:

pcr_submit@shaw.ca

The info on the web page will be updated later today.
