Never do something like that. The Python installer will setup registry
keys, PATH information and anyything else to point to the installation
directory. Changing it would be the same as renaming the WINDOWS folder
(well, not exectly, but you get the message, I think ;-).

There were some minor fixes to the build system a few minutes ago, so
you might want to try it again (rev. 2141). Additionally, did you
follow the instructions of the doc/BuildVC.txt or doc/BuildMinGW.txt
guides?

Can you add the output of the setup on trying to install anything?

I'm in the last testing phase for some rwops changes so any file-like
object is correctly supported (Rene, Lenard: that's useful for Pygame
1.9, too, but will require a lot of changes and testing there).
If anything goes fine, a release will be made available within the next
week, and I can add some installer for Win32 platforms.
