I just heard about this on another mailing list:

It's the Educational Markup Language.  I haven't read through it 
yet (it's around 40 pages), but it might be something for the 
EduML effort to be aware of.  Steve Tonnesen, Bruno Vernier, 
what's the status of EduML?  Inquiring minds want to know!
