We've done this. It was a bit of a PITA (maybe they're better at it now).

The licensing does not apply to all settings -- for example we sponsor a a community learning center who would not qualify (can't just give the SW to random people wandering in off the street).

OpenOffice is the development branch of StarOffice. SO has some features OO does not because Sun cannot release them as OpenSource. New features appear first in OpenOffice (e.g. PDF export appeared in OO before SO). There's no problem going back and forth.
