People should really take a look at the Open Source Ilias and Tutos
programs.

What is more interesting is that virtually every other university in


Hong


Kong is using WebCT and have been for some time. There have been


stories,


and I do not want to name names, that at least two of these are now or


were


recently considering open source. Taking Anne's suggestion a bit


further, it


would be great if any of our lurkers from Hong Kong or those closely in
touch with the scene there could enlighten us on the reasons behind the


City


U decision. However, I can give one bit of information, which suggests


that


there might be special reasons in Hong Kong so that the news might not


be as


"discouraging" to open source enthusiasts as they might feel.

In Hong Kong most if not all unis are looking closely at the mainland
Chinese market, and indeed many are teaching in mainland China already.


This


means that they have to have a system with capability in Chinese as


well as


English. WebCT has some capability here and announced a while back a
collaboration with Tsinghua University to ensure a good solution but


people


in Hong Kong have told me that it is not that good. On the other hand,
Blackboard have set up a large joint venture with CERNET (I visited it


last


October) and really intends to promote the Chinese version of the


product


widely across the mainland. So it may be as simple as the fact that


City U,


coming rather late to the selection of an MLE, and certainly (from


their


press release) wanting to operate across a wide era, were impressed by


the


Chinese-language aspect in particular.
