Well we've done just that in Russia back in 2007/2008,
I've mentioned ALTSP project[1] which has resulted in
easy-to-deploy-and-use terminal server distribution
that handled Pentium clients with 16M RAM just fine.

There were pretty large projects in Spain and Brasil too.
One size doesn't fit all, apparently. :)
