I have asked Carl Steidly <steidley@sci.tamucc.edu>, who has volunteered to
try to coordinate activities to try to keep the SIGCUE alive, to provide
us an outline of that SIG. 

Here is a SIGCUE introduction, as can be found at the ACM website:
  SIGCUE brings together educators at all levels who are interested
  in using the computer and related technology to aid the educational
  process. Focus is on the discussion of concepts, methods, and policies
  that relate to the central issues of instructional computing
   Areas of Special Interest:
  Mechanisms for using computer technology in education and their
  evaluation and policy implications, as well as the development and
  evaluation of specific hardware and software systems used in education.

The approach to the Computers/Education issue is a bit theoretical;
picking up titles from the last year bullettin issues:

 -  a survey of components for intelligent tutoring
    [a description of the concept of software 'component' and questions
     about the development of Intelligent Tutoring Systems]   

 -  new technologies for rapid development of web orientated
    databases applications
    [a description of some of these new technologies: the different 
     interpreters adopted by netscaoe (jvascript) ad ms-ie (jscript, 
     vbs-script); new stadardization by w3c (ecma-script), etc.
     Two examples showing how to use these technologies in the real
     world]

 -  Turtlemania: a math game in distributed environment
    [ a program written by three graduate students, delphi and 
      ms-environment; visual basic and visual java were also considered.
      Presntation of the game to K-3 grade teachers is reported]

 -  english instruction with interactive multimedia and the www
    [ it focuses mainly on integration and interaction in courseware 
      for teaching english as a foreign language; speech decoding and 
      speech synthesis programs are useful tools in this respect]

 -  learning words with many texts
    [ "we have utilized the internet and other technologies to gather
      and create reading materals. The focused reading for Engish and 
      the extensive annotation for Chinese are only possible with the
      curent computer technology. However, the success of both projects
      will depend largely on how the rader uses them. Avid readers will
      benefit most" ]

 -  a phonetic courseware 
    [ using toolbook]

 -  asynchronous learnig in the visual arts and design
    [ using collaborative software for typical design studio, in a 
      university design program]

Papers are not very specialistic; they consist of a few pages (about 4-8) 
and include many references on the web, when possible.


As far as i know, non ACM members can be part of a SIG board; i hope Carl 
Steidly will confirm this. 
The SIGCUE board should help to plan SIG activities and assists in finding 
future offices. Moreover, there probably should be an editorial board and/or 
some column writer/and or editors for Outlook, the SIGCUE bullettin.

An opensource inspired point of view should be assured if some of those 
positions could be held by people with a sound experience in opensource
software issues.
