To hit UK Education people, you need to try the Times Education Supplement (www.tes.co.uk), the   Guardian equivalent (education.guardian.co.uk), TeacherNet (www.teachernet.gov.uk) and probably NAACE (www.naace.org.uk) (although a quick scan of NAACE sponsors leads me to doubt their interest in open source). It may also be  worth contacting SocITM (www.socitm.gov.uk) as the people they represent both tend to write off a lot of computers, and some of them are LEA (school district) IT staff.

That should cover the UK schools...

I can officialy send to contacts I have with the local press in Tucson
AZ,
and work on a few nationals.

I will try and put some more time into reviewing the drafts, and
possibly
issue it as a joint press release from OSEF (pending board approval,
that
I doubt that will be a problem).
