Doug, I've asked about this and the reply was that SourceForge might be
more appropriate for SEUL, as it is designed better.  There are a number
of Debian-specific things in BTS, and a bunch of standards that are
broken.  The consensus seems to be that the BTS would be better off
re-written from scratch.  So I guess it's a necessary evil that we put up
with.  It does the job tolerably well for us, but it would be pretty rough
going implementing it anywhere else.
