One thing I've just noticed, your server entry contains:

[Incoming/MMTP]
Version: 0.1
IP: 66.228.127.27
Hostname: theonionrouter.com
Port: 48099

However a DNS lookup says that theonionrouter.com has IP = 66.228.127.25

perhaps this is the problem.
