(FWD) [or-cvs] [tor/master] let people test the RefuseUnknownExits idea

For those who a) run an exit relay, and b) like running the latest git
master, here's a new feature for you to test out. Let me know if it
breaks, works brilliantly, stays suspiciously silent, etc.

Eventually I plan to turn this feature 'always on', so best to find the
bugs early.

+    - Experiment with a more aggressive approach to preventing clients
+      from making one-hop exit streams. Exit relays who want to try it
+      out can set "RefuseUnknownExits 1" in their torrc, and then look
