Ohhh, I can imagine it.  I accidentally numbered the pins of my SMT
osc footprint clockwise instead of counter-clockwise.  That switches
VCC and gnd...

(somewhat interesting side note:  after cooking that part for a while
before I noticed and reworked the power, I was using it directly as an
FPGA clock.  I was having all kinds of weird issues that turned out
to be due to the clock having retained its frequency but shifted its
duty cycle to 25/75)
