Note that it's the *other* way that's harder in PCB.  If you shut off
the traces (i.e. looking for orphaned lands in the polygon), you still
have to draw the clearances for the traces in the whole group, even if
you don't draw the traces themselves.

I know there have been bug reports about cross-layer clearances in PCB
before.  Allowing partial groups will likely cause more such bugs for
a while.
