If functions were added to gerbv to output gerber primitives in pcb format,
that would go along way to editing RS-274X. I imagine selecting a zone in gerbv,
launching a pcb editor with it loaded, adding layout, reimporting to gerbv.
Then if a kind of photo mode with transparency were used in gerbv, as a doneness guide, one could quickly connect
up blocks of existing layout for panelized test purposes...
