The gafrc should go to 
	/home/gary/.gEDA/gafrc

It can also go to the local project dir. That is, next to the *.sch file. 
In your case this would be:
	/home/gary/gaf/PFC_1KwRegulator/gafrc

Both files are read on start-up with the settings in the project dir 
overwriting the settings in  $HOME/.gEDA/gafrc  
The log window tells you which config files have been read in what order.
