You may try:
Put your local gafrc file in the directory where your .sch files live.
cd into this directory, and start gschem like "gschem myschematic.sch".
Maybe you have to modify contents of your gafrc file if you use relative
paths -- absolute paths should work.
This is how it works for me.
Do you have gEDA/gaf 1.4.3? This is the latest stable release.
