Doesn't exist on my system.
I installed geda as root, but put the install in /opt, a seperate disk
here, and that file exists twice in that install:
/opt/geda-sources/pcb/pcb-20050315/lib/common.m4
/opt/geda-install/share/pcb/m4/common.m4
My (admittedly not very good) guess is that somehow the install went
on vacation.
