I think the problem with such an automatic approach would be that
right now there isn't a good way to clear off unused copper islands
from polygons, so that would reconnect them and make lots of little
antennas all over your board.

Just use the current via settings.

click on polygon to start?  Or select two polygons on different
layers, and have it figure the intersection?  Sounds like we have all
the UI bits we'd need, we only need a loop that places and DRCs them.
