I don't think so.  You can edit the .pcb file manually for that; add
the "clearline" flag to all arcs and lines.

K		+2 mil object
Shift-K		-2 mil object
Ctrl-K		+2 mil selected
Ctrl-Shift-K	-2 mil selected
