Originally it used thicker lines. Currently is uses Postscript's
"device thin" line - i.e. zero width means one device pixel. The code
remains in case you want to make them thicker - it needs to offset
everything so that the *edge* of the thick line lines up with the edge
of the board, not the *center* of the thick line.
There's probably a bunch of spots like that, where I leave useful code
in place but somehow disable it in case I want to use it again later.
