The code is free, learning to use it is *not* free. It takes time and
effort, and in a consulting business, time is money. If it takes you
ten hours to learn gEDA, you've lost ten hours of paid work time.

I didn't say there was no benefit, just little. That's a "net
benefit" measure, subtracting the costs from the gains.
Plus, one could argue that consultants don't want it to be easy to
modify in the future - that would take away from their potential
business.
