The problem is that we are referencing graphics, style sheets, etc. with
/global.css, for example, which makes things fail when they are under
/~user/global.css.  We can either switch to all relative addressing, or we
need some way for the developers who need to work on vodka (aka micah right
now) to have access to a domain where things can be put in /.
