Maybe I misunderstood. I thought you also had access to your other features, once you created the gmail acct. And you already had a "main" google acct (don't know what they call it) & that perhaps was why it let you create the email acct w/o a phone #?
If you had another google acct & still had cookies from previous session, they would've recognized you that way.
