That's only slightly true. There is only one "system" menu, the one with the apple symbol. All the rest, including the "application" menu (which is the one traditionally holding the Quit command) are under the control of the application.

So pygame *could* provide an API for adding menus and menu
items -- it just doesn't at the moment.

If you were willing to use a Mac-specific API such as
Carbon or PyObjC, you could add menu items -- but as I
said, I'm not sure how you'd go when it came to hooking
them into pygame's event loop.
