[pygame] Python Game Programming Competition update

COMPETITION START: 40 days

Hi all, this is just an update. I've finished work on the actual software 
that'll run the competition. I've also done a little editing of the rules and 
produced the themes list. All of this is at the site:

I'm still thinking about how we'll handle teams.
