[pygame] pygame-1.0pre

ok, i've put together a miniature pygame1.0 prerelease.
there's no need to go and make a lot of different distributions
for this release, i'm just making an attempt to test everything
before it all gets the 1.0 sticker on it.

not too much has changed with this release, but i have been
cleaning up the distutils setup script a bit recently. the install
should run a lot smoother, and more of the distutils options 
actually work (like installing to an alternate path, creating
source and binary distributions automatically)

anyways, please test this out. and if there's any problems 
(or just anything you find strange) let me know about it. it's the
last chance before pygame-1.0 gets shoved out there.
