Not Pygame related, but...
Maybe RealTimeBattle (RTB) at http://realtimebattle.sourceforge.org provides a good enough robot game, you could then focus on the client side. As far as I know the server only runs on Linux (or similar), but maybe the clients could run on different platforms.
