I suspect one solution is to have the backup DNS server have different
IP addresses than the primary DNS server.

So, how about leaving the DNS A record as I defined it from
quantact.com and removing it from your server on the east coast?

Would that allow those definitions to percolate everywhere, and when
one goes, the other gets used?

Right now there is this A record:

gedasymbols.org 76.191.252.86

served up from
ns1.quantact.com (76.191.252.151)
ns2.quantact.com (64.151.119.219)
