Tear-off menus are still avaiable in gtk 3.0, see http://library.gnome.org/devel/gtk/unstable/GtkTearoffMenuItem.html.

The bug is valid at my system, too. Seems to be a gtk+ - bug, see e.g. https://bugzilla.gnome.org/show_bug.cgi?id=620984.
