Give me a couple of days, and I'll send you some un-official 1.3.1 .debs
if you want to try running latest gEDA, with icons etc... (This is if
you don't mind beta-testing for us).

Not without rebuilding the debian source packages. I'll have a word with
the Ubuntu maintainer and see if he objects to me providing back-ported
Gutsy versions from a PPA, or whether it is something which could even
be done officially with gutsy-backports.

Likewise.. gEDA has a lot of components, and is not always trivial to
build. I'm very sure you've got close here.. but as others have said,
there may be minor issues with install paths etc.
If I can get you some newer .deb packages, this is clearly the way
forward in that it will keep everything nicely managed with the
distribution's correct install paths etc..
