Ivan replied on this point. You clone the repository as a whole, and can
checkout your working tree to any particular point in the revision
history, including tagged releases such as 1.4.0-(date)

PCB has always been maintained in its own CVS repository, although
Stuart's ISO CD did pull this in quite neatly.

I'd recommend looking at CVS PCB, as the latest release has some serious
bugs which are now fixed in CVS.
