I don't care much either way, as I create my own libraries and don't
put the silk over the pads in the first place. I did ask 4pcb,
though, and they told me what they do. I worry about people who use
pre-built broken libraries but can't get the board fabbed because the
silk is in the way - more fab houses are using automatic prescreening
without the option of saying "build it anyway, I'll take my chances."
Besides, we're only talking about a couple of mils.
