In the settings menu, check "auto enforce DRC clearance". You must have a
netlist and rats on the layout, otherwise you won't be able to make any
connections. When you start a new line, everything already connected or
belonging to the net is "found" (highlighted green), and the crosshair
follows the mouse only so far as the prospective line doesn't violate the
current DRC clearance minimum; this means you can't approach other nets too
closely, but you can route to, and across copper on the same net. It ignores
polygons on the drawing layer (which is to say it assumes you'll draw lines
that clear polygons if there are such planes). That's about it. It's only in
the CVS version at the moment.
