Why bother distributing anything at all, and just telling the user to
grab the appropriate library as a pre-requisite?  :-)

This is what most package managers do already.  In some cases, like
with ROX-Filer AppDirs, it'll even download and compile the
prerequisite modules for you on the very first run.

I don't think you can license an _interface_ -- only an implementation.
