That wouldn't be so hard to support between PCB instances. Do it like in
gschem, and have the X11 / toolkit clipboard mechanism transfer a
serialised version of the selection / paste buffer.

PCB's serialisation could be just the usual file-format I guess.. and we
could probably use / refactor the existing file load / save routines to
work into a string buffer.
