How are you testing for the presence of drivers?  Are you searching
the process list, or are you running a test program that relies on
OpenGL?

I have not _specifically_ installed OpenGL on any machine, but it has
always been available to run OpenGL dependant games, commercial and
FOSS.  These machines are Windows XP.  I am not aware of what
additional steps may be required to enable hardware accelerated OpenGL
on suitable cards.

I would hope that people putting in hundreds of hours into a game
would want that game played and enjoyed by the widest range of users. 
Hundreds of hours can be just a semesters worth of weekends.
