Physical meaning is "here is a hole in the board", "here is a copper
circle on layer 1". Those meanings appear in elements, vias, whatever.
That a hole with concentric pads is a via has no meaning except for how
those came to be. DRC does not care about vias. It cares about hole
diameters and copper annulus. Connectivity also does not care about
vias. Only the human in front of the screen cares about vias.
